But what exactly is ÖNORM B1300?

 

Until recently, there were hardly any uniform rulesfor carrying out a preventive assessment and the implementation of the various regulations. The variety of methods with which this obligation is fulfilled shows the range of those responsible. Basically, residential buildings were not regular and systemmatically checked enough to ensure the security of their objects.

With the publication of the ÖNORM B 1300 "Object safety inspections for residential buildings - regular inspection routines within the scope of visual inspections and non-destructive assessments" in November 2012, the owners of residential buildings and their administrations have a structured and practice-oriented guide available for the first time in order to comply with these various inspection obligations in accordance with the regulations.

Technical object protection, danger prevention and fire protection, health and environmental protection as well as burglary protection and protection against external dangers are the four specialist areas of object protection, which are subdivided to provide a better overview of the tests to be carried out.

Technical building security

Therefore, all measures to ensure the structural integrity and safety of a building, including the building envelope and foundation, fall within the Barea of "technical building security".

Security and fire protection

All structural, technical and organizational measures related to preventive and udirect fire protection, protection in the event of a gas leak, the evacuation of objects in the event of danger and protection against weather-related hazards in residential buildings and entire systems, such as e.g. B. components that form fire compartments, escape routes or lightning protection systems, fall within the remit of the "Dangersdefense and fire protection".

Health and environmental protection

Sanitary precautions related to ventilation systems or commonCommunity swimming pools are examples that fall within the remit of the Department of Health and Environment, whose missione is to ensure compliance with environmental regulations in all residential buildings and complexes.

Protection against burglary and external dangers

Last but not least, the area "burglary protection and protection against external dangers" includes all structural, technical and organizationaltoric precautions for burglary and access protection, civil defense and protection against natural hazards in buildings and entire systems, such as access control systems.

In order to ensure the safety of the building structure and the technical systems, an individual checklist must be drawn up based on the current construction status of the building and the systems actually present in accordance with STANDARD B 1300.

It is advisable to have these so-called property security checks carried out at least once a year, since the corresponding test results are continuously documented and these documents can then be kept for at least ten years, so that a building owner - but also a property manager - can use this structured documentation to assess the structural condition of a building Building defects and damage can be detected more efficiently at an early stage.

The very extensive checklist in the appendix of ÖNORM B 1300 is purely informative and serves as a point of reference on how the documentation of property safety checks can be carried out in the future. These property safety checks include checking the structural system using the checklist drawn up by experts and range from the hot water distribution network and exhaust gas systems to children's playgrounds and fire extinguishers to general lighting and signage. A written report should be prepared after each inspection, detailing the findings.

To ensure an accurate, structured history of a building, it is important to keep good checklists for at least 10 years.

In addition, a non-destructive test should be carried out at least once a year, as recommended in NORM B 1300. The results of these inspections should be carefully recorded so that the owner and manager of the building can identify problems at an early stage.

 

If damage is found during this type of investigation, it must be reported and repaired as soon as possible. However, defects that pose a safety risk must be rectified immediately, as this can prevent serious accidents.

In addition, the roles and skills of those involved are described in detail in ÖNORM B1300. It states that the owner, as the primary "responsible party", may delegate certain tasks to others, but retains "ultimate responsibility" for oversight and final approval.
